Minutes of Fleet # 6 March meeting
Fleet Captain Terry Laughren called the Fleet 6 March meeting to order at 3:15 PM at McMichael's Yachts. Seventeen owners and three crewmembers were in attendance.
1) The North Americans in Annapolis will be a Shoal Draft Regatta only. The Fleet 6 champion will be allowed to charter a shoal draft boat at a reduced price. Bob Taylor reported that other charters will be available. The rules on weight have been modified to allow a charter owner to be on the boat (not participating in racing) with the charter crew allowed the full 970 pounds. To compensate for this, all other boats will be allowed a sixth person weighing less than 195 pounds. Questions were raised about the fairness of the rule - it was noted that weights were equalized, but participation was not. "Does the sixth person participate on all boats?" [Note: The NA NOR has been posted on the National Site. The provisions differ from what was reported at the meeting.]
2) Terry Laughren reported that the National Association Executive Committee has requested that the Technical Committee review the two spinnaker rule to tighten and clarify it. It would allow a new owner to buy 2 spinnakers. If that owner bought 2 in the first year, he could not buy another for two years. In addition, it was proposed that there be a declaration of a primary spinnaker for the season (as opposed to the current rule which requires primary declaration for a single regatta). Switching from the primary spinnaker would not be allowed unless it was unusable.
3) Questions were raised about the Fleet 6 Rule on Helmsman and Crew. Josh Burack requested that all rule proposals be incorporated in the minutes -- apparently some owners did not see them separately posted on the web site. In response to questions about when the rule is applicable, it was decided that the Sailing Instructions, if possible, should state "governed by Fleet 6 Rules" for the rule to be in effect and cover boats from other fleets.
4) Matt Berger noted that our races are governed by the rules of the YRALIS. He handed out copies of the required safety equipment. We race under Category C (day races on Long Island Sound with time limits, requiring the start & finish within daylight hours) which requires:
All members are encouraged to join US Sailing and YRALIS.
5) McMichael's and UK Sails are putting on a free seminar for J/105 owners two weeks before the first AYC Spring Series race. Contact Rusty at McMichael's (914-381-5900) for reservations.
6) Nine races were chosen for the Fleet 6 Schedule. The best scores in 6 of the 9 regattas will be counted towards Fleet Trophies. Trophies will be given for the best 1,2,3 finishers in the fleet. If additional sponsors can be found, additional trophies (tbd) will be awarded. All races will be scored by the prescriptions of US Sailing (details to be provided on the "schedule page" of the website).

8) Twelve members have expressed interest in Block Island Race Week. Terry Laughren
cautioned that reservations should be made immediately. He recommended house

9) The majority of members expressed interest in contributing towards a rules seminar before the season begins. Marv Posevsky will contact Dave Perry and/or Dave Dellenbaugh and will suggest a format and location.

Minutes of Fleet # 6 February meeting
Fleet Captain Terry Laughren called the LIS J/105 February meeting to order at 3:30 PM at McMichaelÕs Yachts. Seventeen owners were in attendance. There was no old business to be finished so the items on the agenda were addressed:
1) The proposed slate of fleet officers for the upcoming year was elected unanimously.

2) Terry Laughren reviewed the Rule Changes passed by the National Committee. Of the proposed slate, two were rejected: Rule 7.6, Modification of the Shoal Draft handicap and Rule 5.3.1.2, Adjustable Jib Leads. The "gory details" of the rule modifications are available on the J/105 Class Association Web Site, www.paw.com/sail/j105class/.
3) Don Priestly, Fleet 14 Captain gave a preface to the discussion of the Fleet 6 Rule on Helmsman and Crew. Don stated that the rule passed unanimously in Fleet 14, was passed by Fleet 1 and will be considered soon in Annapolis. In response to questions, Terry Laughren outlined the criteria the Executive Committee will use in deciding when and whether a Group 2 or 3 Competitor will be allowed on a new ownerÕs boat. A lengthy discussion ensued about the fairness of "grandfathering" Group 2 or Group 3 Competitors on boats they crewed on last year. The possibility of an annual review was raised.
The rule, as proposed, was passed by a vote of 15-2.
4) Race Schedules were handed in by the majority of the fleet. Results will be tabulated for discussion at the next meeting. The current proposal is to arrange as many One-Design Starts as possible, defining 10 as Fleet 6 Qualifying Events. A minimum participation of 6 of those 10 events would make an owner eligible for a fleet trophy.
Don Priestly invited Fleet 6 members to join and/or participate in Fleet 14 events. He recommended New England Boat Basin in Jamestown and Sail Newport in Newport for moorings or dry storage during the events. The Fleet 14 schedule will be posted on their website.
5) Marvin Pozefsky of PeekaBoo reported that he would discuss the idea of a Fleet Sail Purchase with Jeff Johnstone, Bill Sutton and Bob Taylor before submitting a recommendation.
6) Don Priestly discussed the idea of royalties on each sail to pay for a sewn registration on each new sail.
7) In response to a question, Bob Taylor stated that the National Rule on spinnaker size remains 77 sq. m. Chicago and Ontario currently use 89 sq. m., but Florida and South Carolina are using the 77 sq. m. to encourage National Competition. No change in size is currently proposed.
8) JBoats Mid-winter Rendezvous is scheduled for March 11 from 9 am to 4 pm at TPI in Rhode Island. Brochures were passed among the group.
9) Fleet Measurer Matt Berger asked that all Sail Declaration and Crew Weight Forms be sent to his house only -- no other location. This will aide in controlling a mountain of paperwork. MattÕs fax number is 516-421-4480.
The next meeting was scheduled for Sat., March 18th at 3PM, at McMichael's Yachts, Mamaroneck, NY. The agenda will include the Final Fleet 6 Race Schedule; Listing the qualifying races for the North Americans; selecting Trophies and Criteria for awarding them; and the Scoring System.

Minutes of Fleet # 6 January meeting
The LIS J/105 Jan. meeting was called to order at 3PM by Fleet Captain, Terry Laughren, at McMichael's Yachts. Twenty four owners were present as well as numerous crew. There was no old business to be finished so the items on the agenda were addressed:
1) Dues structure for the upcoming year: The 2000 dues structure will be $50 for Fleet # 6 membership and $10 for National 105 membership. Members are urged to pay the $60 total at the Feb. meeting if not sooner. The Fleet #6 Treasurer will forward the National dues to Nelson Weiderman the National Sec./Treas.
2) Racing Schedule 2000: The discussion revolved around the windward-leeward races to be done as well as a few distance races for good measure. The round the buoy races would be used to determine the season point championship trophies and the qualifying boat for this year's North American Championship in Annapolis this fall. The major regatta events open to Fleet #6 members for this season include: Charleston Race Week Apr. 28-29-30 which will be the J/105 Spring Championship. Block Island Race Week as noted above with 30+ boats anticipated to attend. The NYYC Rolex event in Newport, July 20-21-22-23, possible J-Fest Regatta in Newport mid-August. The J/105 North American Championships are in Annapolis, Sept. 22-24.
3) A lengthy discussion then following regarding the proposed rule change adopted by the Narr. Bay fleet and placed before the LIS fleet for its consideration. The full text of the proposed rule change for members review can be seen on the Fleet # 6 website. A vote as to whether Fleet #6 adopts this rule will be taken at the Annual Meeting in Feb.
4) The next subject discussed was present by Marv Pozefsky, owner of PEEKABOO. Marv put forth the concept of having one sail manufacturer for all class sails thereby reducing overall ownership costs and equalizing differences in sail inventories. It was discussed for a while and the formation of a subcommittee was approved. The subcommittee consists of Marv,(chmn) John Coffey, Jim Sorensen, and Matt Berger.
5) The issue of modifiying the class weight limit for LIS events was presented next by Ken Rothaus. A few members supported this proposal, but the majority of members present rejected it. Most new members in particular have entered the class because of its set rules and are not looking for modifications at this time.
6) Terry Laughren next presented a proposed slate of fleet officers for the

Minutes of Fleet # 6 December meeting
The LIS J/105 members held their Dec. meeting at McMichael's Yachts with the following members present: Bill Baldwin, Matt Berger, Josh Burack, John Coffey, Damian Emery, Bill Hausner, Terry and Leslie Laughren, Mike Lindberg, John Peterson, Marvin Pozefsky, Ken Rothaus, Jim Sorensen, Dimitrios Spentzos, Robert Taylor. New owners, Howard Sherman, Randy Bourne, Dean Allen, Hans van der Kloot. Sailmakers Mark Washeim(Doyle) and Kerry Klinger(UK)
Fleet Captain Terry Laughren welcomed all members and had those in attendance introduce themselves around the room.
The Fleet Treasurer, Ken Rothaus, gave a short summary of the fleet's balance sheet and reported that as of this date, the books were in the black and the fleet awards banquet had been a successful venture.
Terry Laughren then gave his annual Fleet Captain's report, which can be read in its entirety at the end of this report.
Fleet Secretary, Robert Taylor, followed with a brief summary of the J/105 National Exec. Comm. structure and new Constitution. Members are referred to the national website for its review and content. The Technical Comm. and rule proposal format was also explained to the membership .
The new business concerned the review, discussion, and vote on the Proposed National Rule changes. Without going into the discussion detail, the results of the voting is as follows:

It is hard to believe that we have just concluded only our second season as an active one design fleet here on LIS. The number of boats has nearly doubled from the '98 season. The level of competition has increased dramatically as the better racers discover the most exciting boat available these days...the J/105.
Membership this year stood at 29, making Fleet # 6 the second largest J/105 fleet in the world. For the 2000 season, it looks like we will have 40 or more members. We might even become the largest fleet the following yar. Size of the fleet is important for a couple of reasons. Firstly, your Fleet Captain sits on the National Exec. Comm. and his votes are based on the number of fleet members he represents, with 29 current members, LIS casts 2 votes at the National level. Additionaly, our Fleet Secretary, Bob Taylor, has been elected National Vice President, and also has one vote. Secondly, fleet size should lead to more racing, and at a higher level. If you believe the better boats raise us all up a notch, then this is good for all of us, including beginners like me.
This past year, we arranged for one design starts and trophies at six different major regattas on LIS, ie. AYC,Greenwich Cup, Harbor Cup, Larchmont Race Week, AYC Fall, and Manhasset Bay. As we scored each weekend as a separate event for Fleet 6 scoring purposes, we had 9 events of one design racing. The quality of the racing was terrific and for the most part the RCs did a great job for us.
But it was not all racing, our annual dinner dance was a geat success with over seventy people attending the event at the Larchmont Yacht Club. Thank you Ken Rothaus for arranging for us to use your club and special thanks to Annie Berger and Leslie Laughren, for putting together a great party. Also thanks to our sponsors McMichael's Yachts, North Sails, Doyle Sails, Banks Sails, and Triad Trailers whose contributions paid for some beautiful trophies and the music at our party.
Fiscaly, the fleet is in great shape. As a matter of fact, the bridge will be setting the dues for the next year soon. I think I can say with certainty, that they will be lower than this year, even with the National dues included.
I would like to thank my fellow Bridge members, especially, Matt Berger and Bob Taylor, for the long hours and passion they have put into serving all of us. We all work hard to accomplish our mission, to promote J/105 one design racing on Long Island Sound.
2) To designate the Feb. meeting as the Annual Meeting at which elections will take place, Article VI. Meetings .....The first sentence will read"The Fleet shall meet at least once annually, the meeting that is held in the month of February shall be designated as the Annual Meeting." This will allow for the necessary sending of nominations and notices in the timeframe specified in the By-Laws.
3)The membership will be asked to approve or disapprove the following addition to Section 9.3......All factory supplied equipment is to be carried during one-design races except the following: The two forepeak cushions, spinnaker snuffer, DODGER,table and alcohol stove(if applicable) may be removed. Explanation: Removing the dodger while racing will prevent wear and tear on this piece of equipment and also remove a potential safety hazard from the coach roof. All responses will be directed to the Fleet Captain for compilation on this matter.
4) As the J/105 National Class Rules now contain Section 6.3, a provision for carrying a spare or "back-up", this section will be added to the Fleet#6 Articles of Association as Section 10.3.1. The exact wording will be adopted and is as follows:
10.3.1 A spare class spinnaker may be carried aboard during a one-design event, provided that the spare spinnaker shall only be flown if the primary spinnaker is substantially damaged, or if due to high wind conditions, the boat owner reasonably believes that the primary spinnaker will be substantially damaged or destroyed. Only one spinnaker may be flown during any race, even if that spinnaker is damaged during the race. A spare spinnaker may be flown in subsequent races if and only if the original spinnaker is damaged in such a way that it can not be economically repaired prior to the start of the next race.
A lengthy discussion concerning the implementation of this rule followed. Further clarification will be sought from Jeff Johnstone concerning the designation of the primary spinnaker. The intent of this rule is to keep sail cost contained by providing owners with an alternative to damaging or destroying their good spinnakers in heavy air conditions. The possibility of designating a true windspeed threshold, above which seconday spinnakers may be deployed, is being considered by the Exec. Comm. after consultation with several sailmakers and Jeff Johnstone.
5)All Fleet members participating in any of the designated North American qualifying regattas shall:
A) Submit in writing to the Fleet Measurer a Crew Weight Declaration Form stating the name, weight, sailing category, of each person onboard during each weekend regatta. The Declaration Form shall be in possession of the Fleet Measurer no later than 10PM Friday evening prior to the regatta. Any crew substitutions will need to be submitted in writing, stating name, weight, sailing category, in a timely manner, to the Fleet Measurer and one other Executive Committee member for approval.
B) All participants shall weigh-in no later than the last day of racing of the American Yacht Club Spring Series. Suitable scales will be provided by members of the Exec. Comm. to facilitate this undertaking. Participants are encouraged to call an Exec. Comm. member to arrange for weighing at their earliest convenience.
C) Members of the Exec. Comm. and their designates will randomly measure the forestay lengths of participating yachts. Any questions regarding the J/105 class allowed measurement, can refer to the National or Fleet#6 Class Rules.
D) Crews may include a maximum of one Category 2 or Category 3 sailor. This Cat.2 or 3 sailor shall not be the yacht's helmsman at anytime during the regattas.
E) In accordance with the new J/105 National Class Rule 6.3, a spare spinnaker may now be carried aboard. This new rule is under Section 10.3.1 of the Fleet#6 Articles of Association. Members are encouraged to become familiar with it and understand its intent.

7) Sponsorship levels and contact persons were appointed:
Terry Laughren to contact North Sails and McMichael's. Dimitrios Spentzos to contact Banks and Quantum Sailmakers. Ken Rothaus to contact UK Sailmakers, sponsor level and raffle. Bob Taylor to contact Triad Trailers.There will also be a "Fleet Captain's Award" to the most improved boat of the season. UK Sailmakers will be given the right of first refusal to sponsor this trophy.
8) Ideas will be gathered to enhance the existing Fleet#6 website. Nelson will be advised of these suggestions and given the opportunity to implement them. If his schedule does not allow this, the Exec. Comm. will explore possibilities from within the existing membership to undertake this work.

The response from the membership to the suggested regatta survey from the last meeting was overwhelming. Several of the suggested regattas received entry numbers near 20 boats, and the Larchmont NOOD in Sept. should easily exceed that number when out of fleet participants are counted. So it looks to be an excellent year of J/105 racing and socializing for the fleet. The finalized Fleet#6 regatta schedule for events that will be eligible to be counted for the season long point standings will include:

It was felt that major events such as Block Island Race Week and the Larchmont NOOD with their own awards, would not be included in the local fleet point tally. Participation by Fleet#6 members is anticipated to be high at both events. The Major Regatta Trophy Series will reappear next year when the NYYC Rolex is scheduled in Newport, R.I.
The membership present was next introduced to Charlie Ulmer, who will be heading up the RC for Block Island Race Week as well as the Larchmont NOOD. His comments were on the NOOD format for the J/105s, which will be a THREE DAY event for the J/105 class. This regatta will be the Northeast Championship for the class. Charlie was open to suggestions from the membership and stated that Larchmont YC will do everything on their part to ensure that the event is a great experience for all involved. It is the intention of Fleet#6 to hold a dinner/social on the Friday evening during the NOOD, further details to be announced at a later date.
The next item on the agenda involved sponsorship for the season trophies. Dimitrios reported that currently all of last season's sponsors intend to repeat their support of the class. A new sponsor, UK Sailmakers has offered to lend support for the class. Exactly what form that support takes will be the discussion at the next Executive Committee meting. The members were also encouraged to bring forward other possible sponsors or suggestions.
The trophy awards for this upcoming season were voted on next. Due to the excellent sponsor support already in place, it was voted to award trophies for the top FOUR finishing boats as well as the Best Effort award at the season ending awards banquet.
It was next announced that the Fleet Captain and Treasurer had determined that a reduction in the annual dues to $85, down from $100, was warranted. Each member will need to send their payment of dues, and also include the $5 per sail registration, no later than April 1st,1999.
With the scheduling of the 1999 J/105 North American Championship in August this summer, the membership next addressed which regattas would be designated as qualifiying events. Each fleet is allowed one team to be given an opportunity to charter a boat from the hosting fleet. After much discussion of which and how many regattas should be used in qualifying, those present voted for the following:
The best scores from 3 out of 4 of these regattas will be used in determining the Fleet#6 representative.....
1)AYC wknd.#1 2)AYC wknd.#2 3)Greenwich Cup 4)Harbor CupIf in the event, the top qualifier declines to go to San Francisco, the choice will be made available to the second, and then third place qualifier if needed. It was also mentioned that anyone can bring their own boat out to SF to compete in the NA event.
The implementation of the sail registration program and sail stamping process was next discussed. It was voted upon and approved by the members present that, every effort will be made to have all necessary sails stamped,prior to or during the first weekend in May, during the American Yacht Club Spring Series. The new Fleet Measurer will make every effort to accomodate those neeing stamping.
Comments were then solicited from the members present to see what added features or information they would like placed on the Fleet#6 website. Members will send suggestions and comments to any of the Executive Committee for consideration and discussion.
The final order of business was the election of new Fleet Officers for Fleet#6. The results of the voting follows:

His election to Fleet Captain left a vacancy for Treasurer as no one else was nominated for that position. He has appointed Ken Rothaus to the position of Fleet Treasurer for the term of one year, as allowed in the Fleet By-Laws. An Executive Committee meeting will be held in the next few weeks to address several issues which need clarification prior to the commencement of the racing season. Recommendations by the EC will be made to the membership for their discussion and possible approval at a yet unscheduled fleet meeting.

The result of this initial discussion re-emphasized the need for owners to put forth the names of persons that can be listed on the website's CREWFINDER. While owners are reluctant to post their own crew's names, making available the names of other capable crew, they may know from previous sailing, would help those owners who need names and numbers to contact. This resource needs to be expanded for the benefit of the owners. The main focus of discussion then centered on which tack to take concerning maximizing participation in the upcoming year. Does the fleet involve itself in just a few major regattas or does the fleet offer a maximum number of events for it's memers? It was decided,after much well thought out discussion by the members, that a "regatta list" will be distributed to the membership and they in turn,will mark which regattas they would most likely participate in during the upcoming season. The results will then be compiled by the Fleet Captain and presented at the next meeting. The "regatta list" put forth includes:

All members will be given this list and asked to return it prior to the next meeting. From the results, a Fleet#6 schedule will be finalized by the members at the next meeting, so that planning can begin for 1999 participation. Additional events available to the members include a possible New England Championship regatta in Newport in August, as well as the J/105 North American Championship currently slated for Aug.13-15 in San Francisco. The next meeting is scheduled for Saturday, Feb.6th at 3PM, again at Larchmont Yacht Club. At that meeting, nominations and elections will be held for the positions of Fleet Captain,Treasurer,Secretary, Measurer. All persons wanting to nominate a member, should forward their nomiation, specifying office to be nominated for, to the fleet secretary no later than Monday, January 25,1999. A slate of nominations will be forwarded to all members 10 days prior to the next meeting for their review. The Larchmont YC will also be the site for the 1999 season ending party, tentatively scheduled for the Saturday evening prior to Thanksgiving. Fleet #6 would like to thank the Larchmont YC for its hospitality in the use of its facilities, and especially Ken Rothaus for his assistance in making it happen. Old business addressed concerned the Sail Registration and Measurement program being instituted by Fleet 6. In order to facilitate compliance by the members, sail measurement may now be accomplished by having the owner's sailmaker record the declared sails measurements and then having the measurements sent to the Fleet 6 address:

This document was created using the J/105 National Class Rules as the basic framework. There were also points of reference used from the same type of document in place for Fleet 1, San Francisco. After much discussion of the major points, the "Articles of Association" were adopted by the membership. The document reinforces many of the national class rules and gives Fleet 6 a framework to run their organization and conduct business. The major issues of crew weight limit, sail measurement, boat equipment, crew make-up, remain the same as the national class rules.
The appointment of a Fleet Measurer as described in the newly adopted "Articles" was the next order of business. The Fleet Captain asked and was rewarded with the acceptance by Robert Carballal of undertaking this vital role. His duties will include registering and recording the current sail inventory of the members. This initial data gathering will serve as a starting point for sail replacement schedules and sail compliance for the members.
A discussion followed concerning establishing an initial dues structure for the membership as well as a sail registration fee. The membership dues was established at $100 and the sail registration fee was set a $5 per sail.
The issue of "pros" onboard was discussed next on the agenda. Several owners voiced their opinions and in the end, it was voted to leave the existing wording as adopted in the "Articles of Association". This is the same as the national class rules regarding Member Helmsmen (Rule 3.1-3.6). It was felt by the members that if the issue of "pros" becomes an issue, it can be addressed at future meetings.
The firming up of the season schedule of one-design regattas was next on the list. The schedule will include the following events:

Fleet #6 LIS Fall Meeting

Fleet #6 Long Island Sound, held its first winter meeting at McMichael's Yacht
Yard on Saturday, Dec. 6th. The owners in attendance included:

The meeting was opened with a short slide presentation about the features
of the J-105 as there were new and prospective owners also in attendance.
The next order of business concerned the selection of a new fleet president.
The new Fleet #6 president is Dimitrios Spentzos of Port Jefferson, N.Y. He
replaces Larry Anderson who held the position since the fleet's inception.
Dimitrios will be assisted by Terry Laughren as vice-president, and Robert
Taylor as secretary.
Those in attendance then set about discussing a tentative regatta schedule
for the fleet for next season. The following is the tentative schedule:
